Introduction

Basic information on department rules, radio codes, CPR, and the Miranda Rights. The creation of the Department Handbook allowed for trainings to become more standardized in what the Training Sergeants taught, while also making a great deal of information easily available at all times without contacting a superior. Over the last four years this Handbook has gone through many changes due to the change of operations and change of command staff, forcing it to often become outdated. I strongly hope that people will continue to update my Handbook and improve upon it so that future applicants are able to learn everything they need from here.

Mission Statement

It is the primary mission and goal of this department to provide both equal and fair enforcement of the law, to reassure all citizens of San Andreas of their constitutional rights, and ensure equal protection of life, liberty, and property through the deployment of superior police service.

Department Objectives

The main thrust of a police officer's duties consists of enforcing the law. In our enforcement of the law all civilians are treated fairly and equitably; as well as following the law themselves, all police officers must abide by the law while enforcing it. The police exist mainly to prevent crime and disorder as an alternative to oppression by military forces, it is by having police that freedom can exist. If a police officer fails to prevent a crime it becomes important to apprehend any suspects and ensure that justice is served. The performance of all police officers is dependent on public approval, actions and behavior, as well as our ability to maintain public respect. When attempting to apprehend a suspect it is required for any nearby civilians to keep their distance or they too may be detained, often for the safety of the police officers or themselves. Public cooperation is a must and so it is important to assess all situations and decide on the amount of force to be used during all situations.

The task of crime prevention is impossible for the police to carry out alone. It is necessary for the public to willingly cooperate with police officers to achieve justice and freedom. When speaking with any member of the public it is important to be friendly and offer help when needed, many will rely on the department for various things not related directly to law enforcement and it's important to have good communication. Additionally, our attitude towards the public can change recruitment numbers and the department's reputation; strongwly controlled by the press. Police officers are to be open, honest and trustful in all matters; by doing so you will be respected and help the departments image. When people feel that they can come to us and expect us to do something about it then we are one step closer to optimal cooperation between the police and public.

Department Information

Jurisdiction

The Los Santos Police Department is a local law enforcement agency that ensures the unity of Los Santos is protected and served under the San Andreas Constitution. We are paid to patrol and provide police service within the City of Los Santos alone; other local enforcement agencies operate in other areas of San Andreas such as the San Fierro Police Department.

During standard patrol we are not permitted to leave the limits of Los Santos while on-duty, however during a pursuit or in the event of an 11-99  we are permitted to leave as long as the proper authorities are notified via radio.

Vehicle Usage

The garage below the Los Santos Police Department has many different kinds of vehicles parked within. This section informs you about those vehicles as well as the basic rules concerning them.

When going off duty it is important that you do not leave your vehicle parked in the middle of the street, or worse. If you are able to return to Pershing Station, park your vehicle where you got it - assuming it has been repaired and refueled. Remember to turn both the engine and headlights off. If you are not sure where your vehicle should be parked then do not park it in the garage, and instead leave it in the impound lot; any current or future MPS units will have the vehicle serviced and parked properly.

If you own a personal vehicle it may not be parked in the garage or impound lot and should be kept in storage (( /vstorage )) when not in use. If your vehicle is impounded you are the one to blame and not the person who impounded it.

Red Text: Permission from a Captain+ is required to operate this vehicle.
Orange Text: Permission from a Lieutenant+ is required to operate this vehicle.
Yellow Text: Permission from a Sergeant+ is required to operate this vehicle.
Blue Text: Permission from an Officer+ is required to operate this vehicle.
Green Text: Allowed, use at own discretion.
Where separate divisional permissions are listed, you should follow the permissions of the division you are in.


Tow Truck

The tow truck is primarily used by Cadets. It is used for towing illegally parked vehicles, or vehicles that are blocking traffic. If they have in excess of $6,000 in tickets, they are to be impounded. If not, they should be moved to a legal parking space, and the owner contacted. When finished with, it is to be returned to the garage with no damage and a full tank of gas.

LSPD Cruiser

The LSPD cruiser is primarily used by Officer 1+. It is used to patrol around San Andreas.
Only privilege to those Officer 1+ that trained well.

Speed Vehicles such as Turismo, Sultan, Bullet etc.

Only used by Corporal+. It is used if suspect(s) is/are riding a speed vehicles such us Turismo, Sultan, Etc..
It can be use by Officer 2 if they have the permission of any Corporal+.

Ranger & LVPD Cruiser

Only used by Sergeant+. It is used to Patrol around Los Santos to San Fierro or any places. It is privilege to those Sergeant that knows all the location around.

Splashy & FBI truck & Enforcer & Maverick or any Helicopter

Only Privilege to those SWAT Divisions and Sergeant+. It is used to any S.W.A.T Operations. It is used by SWAT division due to a Tactical & Movements skills.

Armory


All members of the department are permitted to take two firearms with them for standard patrol, with the option to donate to the department for heavy weaponry. Each weapon has it's benefits and drawbacks, though typically officers will take a Desert Eagle for gunfights and a MP5 for pursuits, though it is possible to use an M4A1 instead of a MP5. In addition to firearms, all officers are required to take a taser, handcuffs, and a vest. Optionally, officers may place kevlar and health kits in their backpacks or patrol cruiser. The locker also includes nightsticks, mace, cameras, parachutes, and tear gas. Tear gas should not be taken from the locker by anyone who is not in Special Weapons and Tactics.

Officers and above are permitted to take one M4A1 per day without donating.
Lieutenants and above are permitted to take any weapons they want (within reason) and are not required to donate.

The following is a complete list of weapons available from the Los Santos Police Department locker, and the rank required to take each one. Failure to abide by the following will result in termination from the department and possibly a faction ban.

Usage of the Mobile Data Computer


What is the MDC?

The Mobile Data Computer is a device designated inside all law enforcement vehicles which allows the user to obtain any available information on a civilian who has a criminal record. Along with a list of crimes it also displays a picture of the person, their current and previous crimes and the status of their licenses. There is also an option to display all currently active members of Government Agencies.

Be on the lookout


A BOLO is a function listed under civilian information that allows law enforcement officers to enter information about suspects who need to be apprehended. Information about their ethnicity, accessories and a name, if possible. Vehicle information is also useful.

Department Structure

Courtesy, Professionalism, Respect

As a member of any law enforcement agency it is a requirement to understand the concept of CPR. You must act in a dignified and polite manner, even if somebody has done something wrong you can't insult them and treat them like garbage. While performing any of your duties you must act in a way that shows your efficiency at your job - make people acknowledge your understand of your job through professional actions. Lastly, show all people the same amount of respect as you would give your superiors; by doing so you will receive more respect from the public.

Ranks and Roles


The Chain of Command dictates the order in which authority flows through the department, and how it is delegated to employees at each rank in the department. When you need help or have a request, follow the chain of command and contact your supervisor before moving on to your division leader or higher unless necessary.

Information on the rank and division structure is available here and further information is noted in the department policies.

Members of the department are required to wear the correct uniform corresponding with their rank and position.

Departments and Divisions

Patrol Operations
Patrol Operations consists of a large majority of police officers who do not perform any specialized divisional duties. Their duties are mostly basic, but may involve larger scale operations with a Sergeants approval and guidance. Most members of the department, whilst not performing their divisional duties, will perform these duties instead. Their basic duties involve:

Pursuing suspects either on foot or in a vehicle, attempting to arrest them.
Issuing tickets to suspects who have committed misdemeanours, and complied.
Providing backup to other patrol units.
Patrolling the city of Los Santos, in an attempt to locate crimes.
Responding to legitimate 911 calls.
Manning blockades or assisting SWAT during situations.
Special Weapons and Tactics
The Special Weapons and Tactics division is the tactical response team for the Los Santos Police Department. Members of this division are trained for different situations and given access to higher weapon loadouts, allowing them to deal with the situations that arise. Their basic duties involve:

Tactical response and heavy weapon support.
Parachuting or relocating to sniper locations to provide support.
Transporting dangerous suspects or prisoners.
Apprehending dangerous and highly wanted criminals.
Assisting the Detectives Bureau with suspect apprehension and sting operations.
Negotiation during hostage situations or suicide threads.
Bomb diffusion and assistance.

Detectives Bureau
The Detectives Bureau is made up of the undercover officers within the Los Santos Police Department. Members will often use false names and investigate known criminals and associate with gangs in order to gain information for future apprehensions. Their basic duties involve:

Creating case-files and planning future operations to apprehend the suspect.
Performing sting operations alongside SWAT.
Field Training Operations
The Field Training Operations division is the staple of the department, as it recruits and trains new Cadets so they are able to perform standard duties and increase the departments numbers and productivity. Their basic duties involve:

Assisting civilians with questions related to the department.
Reviewing and processing applications.
Recruitment and training of applicants.
Final examination and promotion of Cadets.
Retraining officers that lack basic knowledge and skills.

Reviewing and assisting in the modification of department policies.
Discussing changes for the department and assisting in their implementation where possible.
Advising members of the department, including members of High Command.

Standard Procedures

Station Duty

While you are on station duty your role is to stand behind the restraining wall and monitor everyone who enters and leaves the Department Lobby. It is your responsibility to keep the station orderly and the people inside under control, while also answering any questions that people may have for you. If a civilian begins to loiter or is being disrespectful towards anybody you may politely ask them to leave; if they do not comply you can request assistance in having them removed from the premises.

Patrolling

Patrolling is the general duty that all members off the department will spend the majority of their time doing. During patrol, officers may patrol alone or, preferably, with a partner or Cadet. Whilst on patrol it is your duty to protect civilians from those who refuse to follow the law, not seek out criminal activity.

Anybody who is caught doing their job incorrectly or unprofessionally will receive disciplinary action. You are required to update your status when responding to 911 calls or backups from other members of the department, as well as when you begin a traffic stop or pursuit. If you are a cadet you are not permitted to patrol alone or to perform any police processes, as you are there to observe.

Arresting

The arrest procedure begins once a suspect has been apprehended and cuffed by a law enforcement officer. Once a suspect is cuffed and the situation is secured then the first step is to read a suspect their rights, as failure to do may result in judicial action taken against the department. It is highly suggested that any frisking and confiscation of illegal items is performed once the suspect has been moved to a secure location, such as the garage.

If a suspect refuses to give you their name and doesn't have any identification on them you are able to obtain the information in other ways, such as taking a picture of them and searching it through the MDC with facial recognition or checking their fingerprints - as long as they have a criminal record then they will be in the database.

Ticketing

Tickets should be issued for misdemeanor offences, a large majority of them will be issued for crimes committed on the road and as such are often given out during traffic stops. A ticket should be given at the end of the situation after you have gotten their name and ensured they are not already wanted for any previous crimes. Once a citation has been issued to somebody it must be paid on the spot, otherwise they may be arrested and charged with the original offence.

Detaining

Once a suspect has been apprehended and secured it will be necessary to get them into a vehicle for transportation - never use a vehicle that is not locked as you may lose the suspect. Roleplay the situation appropriately and do not just put them into the car in an unrealistic manner, like having them teleport from the top of a roof into the car suddenly. You must always detain them in the back of the vehicle in seat 2 or 3, however if you do not have a vehicle to detain them in then you must call for another unit.

Off Duty and On Duty

Any officer may perform patrol duties at any time and location they please. Officers below the rank of Sergeant that wish to spend some time off duty must request permission from a supervisor and may only stay off duty for as long as that supervisor is present, or until told to go on duty. If a reassignment is called, any off duty officers must attend. Anyone holding the rank of Sergeant or higher may go off duty whenever they please, however abusing this privilege will result in disciplinary action.

While off duty, members of the department are permitted to carry a Desert Eagle or any other legal firearm.

The Force Matrix


State law dictates that law enforcement agencies must use reasonable force when attempting to apprehend a suspect. As a law enforcement officer, the key definition of reasonable force is as follows.

"A person is generally justified in using force that is intended or likely to cause great bodily harm, or even death, if the person reasonably believes that such force is necessary to prevent the commission of a forcible felony."

Using laymans terms, you have to respond with reasonable force in accordance to the actions of a suspect. The following is a five stage force matrix which must be abided by at all times. Depending on whether the suspect is in a vehicle or on foot, the rules for dealing with them are different.

Force Level 0 No force permitted
Suspect has not commited any recognised misdemeanor or felony.
Suspect is not causing danger to themselves, bystanders, yourself, or other officers.
Force Level 1 Physical force permitted (baton/mace/taser with clear warning)
Suspect is committing a misdemeanor or felony, and you are trying to restrain them.
Suspect is fleeing, but poses no threat to themselves, bystanders, you, or other officers.
Force Level 2 Usage of equipment permitted (baton/mace/taser)
Suspect is committing a misdemeanor or felony and is actively resisting arrest.
Suspect may be involved in a physical fight.
Suspect may have discharged a firearm and is now fleeing.
Force Level 3 Armed force permitted (unholster a weapon, do not fire until force level 4)
Suspect has committed a felony involving the usage of a weapon.
Suspect is brandishing a firearm.
Force Level 4 Lethal force permitted (shoot to kill)
Suspect has their firearm aimed at a bystander or law enforcement officer.
Suspect is about to cause death to a bystander or law enforcement officer.
Suspect is actively discharging a firearm in an unlawful manner. *

* Identify whether the suspect is using their firearm to protect their own safety (self-defence) or if they are using it to attack another person.
Force Level 0 No force permitted
Occupant has not committed any traffic offence and is not a danger to bystanders.
Force Level 1 Traffic stop permitted
Occupant is committing a traffic offence or misdemeanor.
Force Level 2 Pursuit permitted
Suspect has committed a traffic offence or misdeameanor and is failing to yield to police.
Force Level 3 Active pursuit (pursuit intervention techniques permitted)
Suspect has committed a felony is is failing to yield to police.
Force Level 4 Attempts to disable vehicle permitted *
Vehicle occupant has active warrants for serious felonies.
Suspect has a firearm aimed out of the window.
Firearms are being discharged from the vehicle.

* Do not shoot in heavily populated areas, nor attempt a PIT if there is not enough vehicle clearance. Only the lead car may perform a PIT, and must call a 10-62.
